## The short answer

The Facebook Messenger 24-hour rule is Meta's standard messaging window: a Facebook Page can send free-form messages, including promotional ones, only within 24 hours of the person's last action in the thread. ## What the standard messaging window actually is

Meta's Messenger Platform policy states it in two sentences: 'Businesses have up to 24 hours to respond to a user. Messages sent within the 24-hour window may contain promotional content.' Read it as a response window, not a sending allowance. The clock belongs to the person, not to the Page: it starts when they do something in the conversation, and it runs out 24 hours after their most recent action. Two things follow from that. First, a Page cannot start a conversation cold. Every compliant Messenger tool, including Reachlee, only ever replies — which is why the [Facebook automation rules](/guides/facebook-automation-rules/) begin with 'never first-contact'. Second, the window is constantly moving. Someone who messaged you this morning is reachable until tomorrow morning; someone who last wrote three days ago is not, no matter how warm the lead felt. At any moment your Messenger audience splits into reachable and unreachable, and that split changes every minute without anyone touching a setting.

## Why a private reply to a comment doesn't buy you a conversation

This is the most expensive misunderstanding in [Facebook comment-to-Messenger](/how-to/facebook-comment-to-messenger/) funnels. When someone comments on your Page post, Meta lets you send them one message — a private reply. Meta's own reference is precise about the limits: 'The message must be sent within 7 days from when the post or comment was created,' 'Only one message can be sent to the person who commented,' and 'Only when a person responds to the private message can you continue the conversation within the 24-hour messaging window.' So the private reply is a one-shot grant tied to that specific comment. It does not open the 24-hour window, because the window is opened by the person acting in the thread, and a comment is not a message to the Page. A funnel that plans a welcome message and a nudge an hour later will see the nudge fail — unless the person replied to the first message. ## What is allowed outside the window — and what is not

Messenger has a longer list of sanctioned exceptions than Instagram, and each one exists for a narrow purpose. Message tags let a Page send a specific non-promotional update after the window closes: CONFIRMED\_EVENT\_UPDATE for a reminder about an event the person registered for, POST\_PURCHASE\_UPDATE for order and shipping status, ACCOUNT\_UPDATE for a change to their account. The content must match the tag — 'your order shipped' qualifies, 'your order shipped, here is 20% off your next one' does not. The HUMAN\_AGENT tag lets a human reply 'within a 7-day period' so a support agent who was offline overnight can still answer; it is for people, not automations. Sponsored Messages are paid ads delivered into Messenger threads and are the only way to reach people outside the window with promotional content. One-Time Notifications and recurring notifications work only when the person explicitly opted in to hear from you about a topic. What does not exist, anywhere on the platform, is a free broadcast to everyone who ever messaged your Page. If a tool implies it can do that, it is either using a message tag outside its purpose — which is exactly what gets Pages restricted — or describing something it cannot do. ## How follow-ups have to fit inside the window

### Earn the first message rather than sending it

Use a comment trigger, a Get Started button, an m.me link on your packaging, or ice breakers in a new conversation. Each one either grants a single private reply or opens the window outright. Once the person has messaged the Page, you have 24 hours of free-form messaging to work with.

### Send the follow-up while the clock is still running

A reminder has to land before the 24 hours run out — there is no tag that covers 'you didn't answer my promotional message'. Reachlee schedules one reminder per conversation, at least 30 minutes after the first message and always inside the 24-hour window, and cancels it the moment the person replies or clicks the link. A reminder that goes out after a reply reads as spam; a reminder scheduled past the window would simply fail.

### Capture an email or a phone number before it closes

This is the only durable escape. The Messenger window expires; your mailing list does not. ### Never route around it

Browser bots that automate a logged-in Facebook account are not bound by the window because they are not using the Messenger Platform at all. They are bound by Facebook's anti-bot systems instead, which answer with checkpoints and account restrictions rather than an error code on a server. The window is the safer constraint by a wide margin.

Both windows are Meta policy and both are enforced server-side. Messenger has more entry points and more narrowly-scoped exceptions; neither channel lets a business message people cold or broadcast for free after the window closes.

When exactly does the Messenger 24-hour window start?

At the person's most recent action in the conversation: sending the Page a message, tapping Get Started or a call-to-action button, clicking a click-to-Messenger ad, using a Messenger plugin, opening an m.me link, or reacting to one of the Page's messages. It is not measured from when the conversation began or when the Page last messaged them. Each new action resets the full 24 hours, so an engaged person stays reachable while a quiet one drops out overnight.

Does a comment on my Facebook Page post open the 24-hour window?

No. A comment is not a message to the Page, so it does not open the window. What it grants is a private reply: one message to that commenter, sendable within 7 days of the comment being created. In Meta's words, 'Only when a person responds to the private message can you continue the conversation within the 24-hour messaging window.' Can a Facebook Page send a follow-up if the person never replied to the first message?

Only if the first message opened the window — for example they tapped Get Started, and you are still inside 24 hours. What are Messenger message tags and can I use them for promotions?

The content has to match the tag. Attaching a discount to a shipping update is a policy violation and is what gets Pages restricted. There is no tag for marketing, and no tool can create one.

Is there any way to message everyone who has ever messaged my Page?

Not for free. Meta offers Sponsored Messages, which are paid ads delivered into existing Messenger threads, and One-Time or recurring notifications, which only work for people who explicitly opted in to a topic. Neither is a free broadcast, and there is no free broadcast on Instagram either. The compliant equivalent is to capture an email or phone number while the window is open and run your re-engagement on a channel you own. What is the HUMAN\_AGENT tag on Messenger?

Meta's sanctioned extension for human support. It lets a person on your team reply within a 7-day period after the user's last message, so a question sent on Friday night can be answered on Monday morning. If a tool implies it can message anyone at any time because it has the human-agent tag, treat that as a red flag about everything else it claims.

Does the 24-hour rule apply to comments on boosted or ad posts?

Yes, in the same way as organic posts.
